The United States hosts more major adult industry events than any other country — but also presents the most significant border risk for international creators and sex workers. The legal framework, combined with heightened enforcement since 2025, has made this a documented, widespread problem for the industry.
The legal issue: US immigration law (INA §212(a)(2)(D)) makes anyone who "has engaged in, is engaging in, or seeks to enter the US to engage in prostitution" inadmissible. The law also covers profiting from the proceeds of prostitution. CBP officers have broad discretion to interpret this — and documented cases show performers attending AVN being questioned, searched, and denied entry on this basis. The key problem: CBP cannot always distinguish between consensual adult content creation and prostitution — and in practice, often does not try.
2026 escalation: A proposed 2026 rule change would require travelers from all 43 Visa Waiver Program countries to disclose years of social media activity before entering the US.
